Two group entities are licensed for virtual-asset services and the listed parent is not: Amber Premium FZE is licensed by VARA in Dubai under VASP Licence VL/26/03/003, and Sparrow Tech Private Limited, trading as Amber Premium Singapore, is licensed by MAS as a Major Payment Institution; Amber International Holding Limited holds no financial licence, and the AI agents Ambre and MIA are software, not licensed services.

1. Amber Premium FZE (Dubai)
Amber Premium FZE is licensed by Dubai's Virtual Assets Regulatory Authority (VARA) for Broker-Dealer Services, Management and Investment Services and Lending and Borrowing Services (VASP Licence VL/26/03/003, issued 2 April 2026). Amber Premium FZE is permitted to serve Institutional Investors and Qualified Investors.
Not covered: the register entry does not list Advisory Services, Custody Services, Exchange Services, Transfer and Settlement Services or VA Issuance, and retail clients are not served. VARA names eight activities in all on its page of licensed activities.
AMBR announced the licence in a release dated 27 April 2026. The register shows the issue date 2 April 2026, which matches the company's full-year 2025 results release.

Sparrow Tech Private Limited, trading as Amber Premium Singapore, is licensed by the Monetary Authority of Singapore (MAS) as a Major Payment Institution for digital payment token services. The MAS Financial Institutions Directory, last updated 25 August 2026, shows the licence type and the activity but no licence number.
MAS Guidelines PS-G02 set the expectation that digital payment token service providers do not promote their services to the general public in Singapore. This website does not promote the digital payment token services of Sparrow Tech Private Limited. The first sentence is the regulator's expectation in the MAS Guidelines PS-G02; the second describes this website only.

3. Hong Kong: Whalefin Markets Limited
Whalefin Markets Limited is a virtual asset trading platform applicant that is deemed to be licensed under Schedule 3G of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance. It is not licensed by the SFC.
The SFC says on its list that the applicants named there are not licensed by it. An interview reposted on the AMBR site says Amber International applied through this company and that the service has not launched. Its relationship to the AMBR group has to be confirmed. No Hong Kong service is described on this site.

Amber International Holding Limited is the parent of the group and trades under the brand AMBR, formerly Amber Premium. It is listed on Nasdaq under the ticker AMBR. No financial services licence is claimed for the parent. A stock exchange listing governs the company's own securities and disclosures, not the services it sells.

Ambre and MIA are AI software products. The licences above cover services that the named entities provide to their own clients. They do not cover what an agent tells you, and they do not make either agent a licensed adviser.
Which entity, if any, provides a regulated service to an Ambre user in a given market has not been published. The agents AMBR lists as in development, including Trading and Institutional Finance, are not offered.
